My normal body temperature has always been 96.8-97.1 (46years) does that mean when the thermometer says 100 or higher my fever is higher than that of an average 98.6 temp person?

Not necessarily that way; we still define low grade fever when you and the other have temperature of 99 degree Fahrenheit.
