Rash: Tough to say without seeing a pic, but if there for years and doesn't itch, its likely keratosis pilaris, or "chicken skin". Nothing to do about it. Might go away around puberty. Common on cheeks, upper arms, and thighs. Moisturizers can help but likely won't go away.
