Probably yes: Unless it was only recently put there if it was an older injury/surgery then would be ok to do exercise and wt training might try to avoid contact sports.

Probably: If the fracture is completely healed the rod is not doing anything. As long as there is no problem with the rod itself should be safe to weight train.
