Depends on extent: Of depth of invasion of cancer and size of aneurysm. You should be checked for arterial aneurysms in other parts of the body. If the aneurysm is relatively small and your blood pressure is under good control, i would go for the cancer first. But monitor your aneurysm closely because it can expend and rupture. Depending on its location, interventional radiology procedure is possible these days.

Depends: Generally treat the cancer first if aneurysm less than 4 cm that is good course. If AAA larger than 5.5 and you arena candidate do endovascular repair. Then deal with bladder.
