Rest: Subchondral edema means there is swelling under the cartilage surface. It happens after injury, arthritis, or anything that causes inflammation. An xray gives that information, also arthritis or fracture should be visualized on the same xray. Treatment would be directed toward the causitive problem.

Depends: if the edema is due to osteonecrosis, or arthrosis the long term treatment tends to be joint replacement. If it is traumatic, or due to abnormal mechanics in case of cartilage or labral injury, then it may respond to arthroscopic treatment.
