Probably colds: It's not that unusual for kids to get monthly colds. The ige tests suggest no significant allergy. Specific ige tests for pets or dust might show something. Pollen allergies don't usually show before age 4. If he's had recurrent pneumonia or constant yellow nasal drainage might need evaluation for immune deficiency.

See ENT: Children with cleft palates have abnormal anatomy that makes them more likely to get ear and sinus infections. Since i cannot diagnose your child without an exam, i suggest you see a good otolaryngologist (ear, nose and throat doctor) and have him evaluated.
