Irritation: Most likely is that someting is irritating your toe let an in fit shoe or the start of an ingrown toe nail. Take a picture of it when it is red and get examined by a doctor or podiatrist.

Raynaud's Phenomenon: If your shoes aren't irritating the toe, another possibility is raynaud's phenomenon. In this syndrome, which is basically a short circuit of the nervous control of the peripheral circulation, cold temperatures and sometimes just moist environments can cause blood vessels to clamp down and restrict blood flow to fingers or toes. The great toe has better circulation and may not be effected equally.
