Cerv radiculopathy: I'm not sure what you mean by pcf. But, ddd with associated weakness and/or numbness implies a pinched nerve from either arthritis or a ruptured (herniated) disc. If pain tolerable and symptoms better, ok to watch and wait. Nonsurgical treatment includes pt (i prefer mckenzie exercises), arthritis meds, and nerve blocks. Surgery if all else fails or symptoms worsen.

PCF: By pcf, i assume you mean posterior cervical fusion at c4-5 and c7-8? However, there is no C8 vertebrae. There is a C8 nerve root. Did you mean c6-7? While the question is not entirely clear, i would suggest prompt neurologic evaluation if you are having any new neurologic weakness.
