If someone starts to have an asthma attack but doesn't have an inhaler on them, what can i do to help?

911: Call for emergency services. Many people have died from asthma because they could not reach their medications. Avoid creating or contributing to stressfull environment. Ask them to calm down, take a quick short breath in, then a slow breath out with lips pursed. Keep them seated, leaning slightly forward. When things settle down, you can scold them for not having the medications.
