Normal: In a rest position there should be a space between your teeth. Lips together... Teeth apart is good rule of thumb..

Both: When completely relaxed sitting upright your teeth will have 3-5mm of space between them. This is with all muscles of mastication relaxed. When closed all your teeth may touch as maximum intercuspation. One is not necessarily correct over the other, they're just different neutral positions our jaws may be in.

No they are not : Teeth should only be in contact when you close to swallow. When you are chewing they do not touch...Think about it. Any contacting of your teeth will cause your chewing muscles to contract and this can cause premature wear, muscle fatiguing that will show up as headaches and other dental problems. When your lips are together your teeth should be apart. Remember this.

Wondering why the ?: That is an interesting question and I am just wondering why you would ask such a question. If your teeth seem to be always touching, even at rest or when you are relaxed, or if your speech seems different, especially if you just completed recent dental treatment, then you need to discuss this with your dentist. If things just don't seem right, you may want to have this evaluated with another dds.
