Pregnancy at term?: Assuming this is the case, your doctor was trying to push the bag of waters away from the cervix, or "strip the membranes." while i don't agree that it is a very useful thing to do, the technique has been used a long time as a way to stimulate labor. Your doctor was unable to do it because your cervix was still high and minimally dilated.
