Maybe: Their are diet plans that substitute high protein shakes for a meal. The carbohydrate content of the shake can vary.

Whey protein: To some degree, yes, but the protein shake won't give you everything you need. Replacing one meal may be okay, but you still need to consume foods with iron, folate, (folic acid) vitamin a, d, b1-6, etc. I highly recommend protein shakes, but don't neglect the other essentials that your body needs.
