Is there a recommended limit on steroid injections to ligaments to control pain? what concerns are there w/long term application?

Yes: Repeated cortisone injections into soft tissue can cause damage. I would not inject a specific area more frequently than every 2-3 months and limit the injections to a total of 3-4.
