Time for a consult: I would schedule a visit with your doc & see if there any health issues that are bothering the kid & making him act this way. If none, the doc can provide you with a referral to a mental health professional to begin the process of sorting out his behavior. This may be a psychologist/ psychiatrist or other health professional. Individual & family sessions may be needed.

A pediatrician, : child psychologist, psychiatrist or developmental/behavioral pediatrician asks if tantrums occur at home & at school, what medical, behavioral, socio-familial & learning problems co-exist & how they impact academics & peer interaction. Also, precipitants of a tantrum, behaviors he exhibits during them & consequences. Negative or positive attention reinforces a tantrum, so family therapy is vital.
