Diabetes and wounds.: Diabetes is associated with slower wound healing and a slightly higher risk of infection. For wounds on the feet and lower legs it is more problematic. For injuries on the face and trunk less so.

Depends where....: And what kind of scar. Well controlled diabetes shouldn't affect scarring much, but in poorly controlled diabetes that is long term (not well controlled type i of 8 years duration) one would imagine poorer circulation to the feet in particular and the healing of ulcers and foot and toe fungus, etc all tends to do worse.
