Blood vessel: Injections in the neck travel past many different blood vessels. Sometimes they can cause blood to track in arm. Other cause can be more severe. It is best to notify the doctor that did the injection. Get examined and verify the root cause. There are too many variables to predict exactly what is happening.

Get checked: You would certainly want to be checked immediately. There are multiple potential causes, from potential complications from the epidural to conditions that may be unrelated to the neck or epidural but could still be dangerous such as an axillary vein thrombosis.
