Call the office: In general, if anyone with a planned surgery develops an infection, you should let the surgeon's office know. Usually, surgeons will not wish to operate if a patient has an infection and anesthesiologists do not wish to anesthetise patients if there is a risk of a chest infection or similar.

Better to defer : It is probably better to defer surgery until you have recovered from your illness. A sore throat can make recovery from surgery more difficult and painful not to mention that your lungs may not be in optimal condition to tolerate general anesthesia.
