Nothing works great: Teamine, illuminating eye cream by skin medica and bleaching creams may help. Sadly, nothing works great for dark circles. Lasers may help also.

Treat allergies: Dark circles under the eyes could represent dilated blood vessels from allergy congestion. If you have runny/itchy eyes&nose with sneezing, then you definitely have allergies and would respond to zyrtec/claritin/allegra. This should help not only with you allergies, but also decrease those allergic "shiners.".
