Doubt it: Most likely cause of liver damage is alcohol you may be consuming. Also check if you have other causes of hepatitis (infectious or non-infectious).

Babesiosis: I am aware that Babesiosis can recur after 27 months of initial infection - I doubt 20 years. Alcohol can be toxic with or without parasitic infection.
