Can't tell no pic: Can be taste buds which are normal to mass which is not. Need a pic or better yet see a doctor.

Hard to Say: There are may possibilities for this and you didn't say if it hurts or not. Since they have been there 3 weeks, you need to see your dentist & have it evaluated. If you have recently starting taking a new medication, or are eating more of something recently than your have in the past this could be the culprit but either way it needs to be evaluated.
