Could be: Just a simple allergic reaction to the high alcohol contents of the mouthwash, change to something non alcoholic like act or biotiene and see if it goes away..

Tiny red bumps: The tiny red bumps could be related to smoking, inflammation from any number of sources, i.e. Food, liquids, spices, mouthwash, etc. See if you can pinpoint what causes it by eliminating the mouthwash or foods and see if it goes away. If it returns when you resume using that product\food you have your answer. If necessary, have your dentist take a look to help you solve the mystery.
