Yes: After a complete workup to rule out any serious causes of hypogonadism, which are uncommon, there are either oral or injection medications that can stimulate sperm production. They are either Clomid (clomiphene) which is oral or injectable gonadotropins with hcg. Depending on the cause of the hypogonadism other meds may be more appropriate. You should consult with an endocrinologist.

Yes, definitely. : Initially, treatment should consist of Clomiphene citrate or HCG to improve testosterone levels. Then, actually concurrently, the cause of the secondary hypogonadism should be investigated (depression, obesity, head trauma, aging, for example) and treated accordingly.
