Yes: Clomid (clomiphene) can increase spermatozoa count in certain circumstances. Not as successful in male infertility due to radiation. But prior hx mumps counts often respond.

Yes. : Clomid (clomiphene) works great for male secondary hypogonadism. Low risk of rare side-effects. Conversion to Estradiol is a possibility, but that occurs mostly in the setting of overweight/obesity, same as HCG and testosterone would do.
