Yes: The area your referring to is the mons pubis. It would be rare to have an excess of tissue in this area without excess tissue in your lower abdomen as that area contributes to the mons. You would likely be better served with a tummy tuck and liposuction of your mons. The tuck would lift mons as well.

Yes, but why?: Most tummy tucks (witch hazel) incorporate lifting of the pubis. The scar for just trying to lift the pubis wont be much different from a tummy tuck. Though it can be done, you're better off doing the tummy tuck to give you improvement in both areas.
