Sometimes: The most at risk are young infants. Their digestive system is immature & susceptible to this problem. Honey can contain botulism spores that will mature in the baby gut & begin to form the botulinum toxin that can cause muscle weakness, lethargy & interfere with breathing. After they turn a year old this has not been a problem.
