Your pediatrician needs to be involved also, for general health and developmental concerns. But unless they're also trained in child psychiatry, most will not want to manage childhood bipolar disorder (if present) on their own.

Depends: I would talk to your pediatrician about the concerns you have of your 7 year old's behavior or symptoms. This may be normal behavior for a 7 year old or could be something more. If your pediatrician agrees that your child might have a mental illness, then a pediatric psychiatrist is the doctor that could help your child.

Start Pediatrician: I would recommend starting with your pediatrician. They can determine if a referral is necessary at this time, or if you can wait and continue to monitor. In addition, they may be able to obtain a referral more quickly if that is necessary as well.

Maybe: If your child is having major rages and rapid mood changed multiple times per day, then have your pediatrician refer you to a child psychiatrist. Make sure that you research if the child psychiatrist has experience with the diagnosis and has actually had many such case under treatment. There are many who shy away. If less aggressive, referral to therapist with expertise in the area is good.
