It really depends...: The length of the cut is not as crucial as the depth. If the cut is more than a few hours old, not more than 1/8" deep, not getting red, and he can still move the toe normally with his mind, then clean with soap/water. Put antibiotic cream/band-aid daily for 7 dyas then air. If not all of above, or any redness, pain, swelling see dr. Immediately. Tough to answer without examining...

Few things to : Consider. How did the cut happen? A result of injury? Dry skin? Fungus? It matters because if from an injury depending how injured may have to check tetanus history. If the cut is deep need to make sure flexor tendon is not involved. If the cut is shallow, simple soap and water with band aid could work.
