Rest.: If you've been away from a sport for 2 years, chances are you are deconditioned, and an injury can occur regardless of whether you had meniscus surgery or not. I recommend resting initially, then easing back into sports (especially soccer which is full of pivoting). Work on building quad strength, hamstring flexibility. In these first few weeks of renewed exercise, be cautious!

See your surgeon: Pain with return to activity commonly results from insufficient/improper rehabilitation. Best to see your surgeon, have your knee evaluated, and determine if you simply need a better course of rehab or if there is another issue (eg non-healing of meniscal repair, further tearing, articular cartilage injury that could have progressed, ligament insufficiency). If in doubt get a second opinion.
