Shouldn't be: In the us, many operations are done by an attending and a trainee. They are both at the table, and intimately involved on the operation. Further, the trainee is not responsible for major decision making. While trainees gradually over the course of 5-7 years perform more tasks of the operation, the attending surgeon is right there to prevent problems.
