Yes, but no surgery : Is better. Diastasis recti is a lateral spreading of the muscle and not associated with an abdominal wall defect. All surgery carries risk, but in this case, the benefit is only aesthetic you are better off doing abdominal exercises to tone the muscle. As for the hernia, that carries risk if no surgery is performed, so there may be a benefit. It's best to see a surgeon to fully discuss this.

Possibly: A diastasis, or weakening of the muscle wall midline fascia, is not typically covered by insurance secondary to it being more of a cosmetic issue. A hernia on the other hand can be observed if small and reducible (easily pushed in). Diastasis recti is most commonly corrected in combination with a tummy tuck. A hernia should be repaired if encountered during a diastasis correction.

Plastic zurgery: Yes a general surgeon could repair both, but diastasis is usually done by a plastic surgeon. You should just be clear on the goals of repair. There's nothing wrong with fixing it, but make sure you understand the risk-benefit ratio, an align your goals with your surgeon.
