Numbers game : It depends on the type of hernia, and technique of repair. Using groin hernia as an example, one study suggested that it takes 250 cases to master the procedure. It also depends on the training, and fundamental laparoscopic skills. While some va surgeons need 250 cases, there was no mention of annual volume. Sorry to drone on, but its not that simple.
