Need a cesarean: Usually if the placenta is covering the cervix at 36 weeks of pregnancy, a placenta previa, a cesarean is recommended for delivery at 37-38 weeks. This is because of the bleeding that would be caused by labor.

Nothing if no blood: The condition to which you are referring is called placenta prévia. In the absence of bleeding the baby is not in any immediate danger. Discuss with your doctor timing and mode of delivery.
