They could be one of a myriad of conditions, ranging from innocent "hives, " to a variety of infectious and non-infectious dermatologic conditions. Some hereditary systemic conditions can present this way as well. Naturally, you will want to bring your son to consult with a dermatologist for a definitive diagnosis and treatment plan.

Lipomas: This sounds like someone that develops benign fatty tumors called lipomas. They only need to be removed if they are large or become painful. However they should show these area to their friendly primary care physician just to be sure.
