A few things: The most common causes of "lumps under the skin" (mobile or nonmobile) are lipomas (growth of fatty tissue) or cysts, which are both benign but can cause problems if they continue to grow. I don't think the itchy skin is related. There are various other growths/tumors that can present like this. I recommend having it evaluated by a dermatologist to determine if these should be excised.
