Discuss with Dr.: You don't say if male or female. Exercise is almost always good for raising testosterone and there is too much hype about "low t" these days and should always try things that raise this naturally first and exercise is rarely bad while medications should be if all other things fail.

Low testosterone: With borderline values make sure secondary causes (obesity, sleep apnea, medications) are ruled out. Also make sure the level taken was close to 8 am.
