Steroid cream: Eczema is a very common "bubbling up" of the skin. Sometimes, it can be severe with cracking and bleeding. You should start with keeping your feet dry. As odd as it may sound, the more you have wet hands or feet, the more eczema you will get there. Try some Hydrocortisone cream from the store daily. If that doesn't smooth the skin, then you may need a stronger, prescription-strength steroid.
