Sounds about right: At one's routine check-up, he can ask about "ideal" weight. The best weight for a person varies, depending on amount of muscle, body build, other medical problems, etc... For a 5'6" person, 138 pounds sounds fine.

Sounds good: You're a young man, and the real test of your right weight is whether you're reasonably light on the body fat and are competitive at your favorite sport. Gold-medal track athletes are often "underweight" while solid-muscle, zero-bodyfat linebackers are often "obese". Whatever looks and feels right for you while you're physically fit. Best wishes.
