Yes but: You have to be careful and do it right. You don't want to get malnourished and you don't want to eat heavily after fasting because that will result in "dumping syndrome" where the food just goes through you. You also don't want to slow your metabolism - the goal is to keep the metabolism high while periodically starving it. Check out an article in the atlantic from last year.

Not Really: Much better way is to exercise a little, maybe 45 minutes 3 to 4 times a week and reduce your food every day, I have enclosed a list of the 6 worst causes of weight gain in order of which are the most importnat and easiest to change, make a few changes with the food and you will lose all the fat you need to lose. Keep it simple.
