Possibly: They often do not have a general dentist on call, but possibly an oral surgeon. Whatever you get is at most a temporary fix, until a dentist can perform definitive treatment (root canal treatment or tooth extraction). Check for emergency dental service in your area - some offices are open late.

Yes: You will be evaluated by an er physician and if deemed necessary, you will be provided with antibiotics and pain medicine. You will be charged full price as dental insurance usually does not cover emergency room visits, major medical insurance does.

Yes: That's the level of treatment for dental pain that is standard in a hospital er. If you have commercial dental insurance, it doesn't matter what state you are in. Any dentist can submit your insurance form.

Maybe: Depends on the familiarity of the er doc with dental pain. If they see a swelling on your face or jaw, they will probably give an antibiotic. If you don't get an rx for pain, 3 xtra strength tylenol (acetaminophen) + 3 regular strength advils will probably give you the pain relief you need. (check for allergies) see a dentist asap. Ps your insurance is probably valid in nj also.
