Not enough info: You need a few tests to be sure - a chest x-ray, pulse oximetry, spirometry. You could be anxious but other condtions need to be ruled out.

Probably normal: This is normal. Taking a deep breath (a sigh) helps to completely inflate the lungs and is normal. We all do it unconsciously every few minutes. If you feel short of breath, however, you should see your primary care doctor first.
