Yes: Nodules are common in the thyroid. As long as you have thyroid tissues, there is always a chance of a new nodule popping up. If the past surgery was benign, and the new nodule is small, you can follow it with regular ultrasound and act on it (biopsy) only if there are significant changes on the ultrasound.

Yes: Thyroid nodules are very common and the majority are benign. If you do not have a history of thyroid cancer and already had a benign nodule, the odds are that this new small nodule is also benign. Doing a follow up ultrasound is a reasonable way to manage this new small nodule. If the radiologist or your primary doctor become worried, they can take a sample of it to confirm it is benign.
