My kid has been on same dose synthroid 125mcg since thyroidectomy 7 yr ago (nodules not cancer) and tsh yesterday is 0.3l with t4 1.9 h and they want to leave dose alone - does that sound correct?

Borderline: Both these levels appear borderline although you don't mention the normal levels at your laboratory. If he's doing well on that dose, I can understand not changing the dose. Since the levels are borderline it's best to recheck them in a month or so.
