Many possibilities: Take her to a primary care provider for an evaluation. The answer to your question depends on examination and may involve some lab tests.

A Check-Up: By an md as soon as possible is important. Her tonsils might be swollen and maybe blocking her airway causing her to mouth breathe. It will dehydrate the lips, cause it to crack, and can make gums red and throat sore. An upper respiratory infection can do this.

Probable infection : There are many possibilities. I agree with dr matta that it is best for her to see her primary care doctor.
