Time for the MD: Edema is significant- and swelling in the throat area can cause some difficult with breathing- you may want to rule out allergy as well.

Need to see a doctor: It looks like your daughter is getting an acute pharyngitis. She is needed to be seen by a physician to be evaluated if she has bacteria infection. In the mean time, try to control her fever with alternating paracetamol and Ibuprofen so it won't be so high that she may have seizure due to high temperature. She needs to drink plenty of fluid too so she is not dehydrated.
