No cure!: When a disc bulges, it can be normal or to the point of abnormal. There is a weakening of the sac that hold the "jelly" inside the disc. Neck strengthening exercises and therapy and unloading the neck from stress will help but once bulgin, i don't know if they "un-bulge". Bulging of a disc doesn't necessarily mean you have a problem. If the bulging encroaches on a nerve, then you have one.

Treat to stabilize: Cervical disc disease is a common cause of numbness in a particular area of one of your arms. Lacking this symptom, disc protrusion should be treated with therapy, exercises and monitoring for arm symptoms. It is only when the disc presses on the nerve roots that may require surgery. You can't cure it, but it is a very treatable condition. Please discuss with your doctor.
