Probably not: Sorry to give you disappointing news, but it is rare to grow after age 16-18, in fact most girls stop growing around age 14. Bone growth is caused by "growth plates" and once the growth plates close (usually 2-3 years after puberty) the bones are unable to grow. She will need to accept that she is going to be short.

It's possible...: Some of the growth plates are still open at her age, but by far, that majority of her growth (height) has already occured. She may grow a little, but probably no where near a "couple more inches.".
