The basics: The growth centers in the bones of her feet will close during adolescence. In women this can occur as early as ~14 or as late as ~18. At that point the bony structures are finalized, but shoe sizes can still change. The ligaments between bones that hold the structure can weaken or change under the burden of changing adult weight/muscle mass/ physical activity/pregnancy etc.
