Sort of : Hypertension occurs alongside type 2 diabetes frequently. I would not say diabetes "causes" hypertention. They occur together as part of a syndrome, which includes abdominal obesity, abnormal lipids. If diabetes causes kidney disease, that can cause hypertension.
