Nice Teeth: If you keep your teeth free of plaque by brushing and flossing at least twice a day then no. You need to brush between the brackets and your gum tissue and make sure all the plaque and debris is cleaned off.

No: Years ago patients had brackets cemented w/ acid based cements that sometimes caused this. Nowadays, modern bonding techniques don't cause this.
