Decongestants: Decongestants will shrink the tissue in your nose and eustachian tubes, enabling you to equalize pressure better. I generally recommend to patients to take a sudafed 1-2 hours in advance and use a topical decongestant spray such as afrin (oxymetazoline) 30 minutes or so in advance.

Valsalva : I was a military static line parachutist (not a sky diver) and never experienced this type of symptom. However if you are ever in a pinch either underwater or in the sky - you can use the thumb and the next finger to do a valsalva maneuver to equalize pressure. However, if you are too congested it may not work.
